I can think of two reasons to establish a quota: 1) to protect an endangered species and 2) to support an artificially high price. Allegedly, the EU fish quota is in place for the former reason but a recent video clearly shows it's not working. According to a BBC article:
European Union quotas strictly limit the amount of fish that vessels can bring back to port, but there is no restriction on the amount of fish they actually catch. As a result, boats fishing in the "mixed fishery" of the North Sea often catch a species or size of fish which is above their quota and have to throw the "discard" back. The EU estimates that between 40% and 60% of fish caught by trawlers in this area is dumped back into the sea.
In the video, the Norwegian authorities estimated that 80% of the catch or over 5 tons of fish was thrown overboard. Take a look at the video, read the article and while doing so keep in mind that all those dead fish could have been dinner for tens of thousands of people.
Such a waste, such a shame.
