As an aside, a funny thing about the word penultimate is that I know a guy who always uses it to mean "the best" as opposed to the real meaning of "second to last" thereby completely changing his statements to the exact opposite of what he means.

Penultimate
Can anyone explain why the US is the second to last country in this list? To quote my wife "this is retarded"...
