Form Over Substance

Perhaps in this real estate market form does matter but this strikes me as a complete waste of money.

In an effort to combat the blight resulting from the widespread foreclosure problem, Perris has hired a special contractor to spray-paint bald spots on lawns green, according to city spokesman Joe Vargo.

Contractor Dave Milligan uses an environmentally-friendly dye that dissolves in water and is harmless to people and pets.

The dye is designed to last up to six months, by which time the city hopes the property is purchased and occupied, according to Vargo's news release. The average cost of the lawn-painting is about $550 per residence.

Milligan recently colored several brown lawns on one street in the Villages of Avalon development. Money for the city's lawn outreach is coming out of $2 million the city has set aside to try to stabilize foreclosure-fraught neighborhoods.
